Theme:                                                          Конституция США

Goal: Создание мотивации для ознакомления с особенностями системы правления страны изучаемого языка с использованием активных форм обучения.

Objectives:

- познакомить учащихся с особенностями системы правления англоговорящих стран;

- развивать культурологические знания о конституции США;

-воспитывать уважение к культуре, истории, традициям и политического устройства страны изучаемого языка.

Lessonprocedure

1. Greeting.

Good morning, children. How are you? I think if you listen to the song, you will guess what we are going to speak about. Be very attentive, please. Guess the country.

Above thy fruited plain

America, America 
God shed His grace on thee 
And crown thy good with brotherhood 
From sea to shining sea

И брату брат пусть будет рад
От вод до светлых вод.


 

OK, guys. You are right today we will speak about America. Especially we will discuss its constitution.

 

2. Introduction.

Will you tell me please, what information you know about the constitution of the USA? OK. Thank you. Today you’ll know much more information about it. But first of all let’s make the next task.

 

3. Warming up.Try to match the words with its descriptions.

1. The President                                 a) We elect the Congressmen and the president.

2. The Vice President                        b) I am the head of the US Administration.

3. The Secretary of the State             c) We make laws and we can introduce a new project

4. The Congressmen                          d) I can replace the President in case his death or his impeachment.

5. The People                                     e) I’m the head of the Cabinet.

Ok. Now you can imagine what the Constitution of the USA is. Can you tell us about it from all these descriptions?

 

4. Developing reading activities.

The Constitution

    The USA Constitution was written by fifty-five men who met at Philadelphia Convention in 1787. In four months they wrote the Constitution which has lasted over 200 years!The American Constitution is based on the doctrine of the separation of powers between the executive, legislative, and judiciary.  The respective government institutions — the Presidency, Congress, and the Courts — were given limited and specific powers; and a series of checks, whereby each branch of government has certain authority over the others to make sure these powers were not abused. Government power was limited by means of a dual system of government, in which the federal government was only given the powers and responsibilities to deal with problems facing the nation as a whole (foreign affairs, trade, control of the army and navy, etc). The remaining responsibilities and duties of government were reserved to the individual state governments.  The Constitution ratified by all thirteen states in 1791 already contained ten amendments, collective known as the Bill of Rights (the freedoms of religion, speech, and the press, etc), to protect the citizens against possible tyranny by the federal government. So far only twenty-six amendments have been made to the Constitution.

     The Constitution consists of a preamble, seven original articles, amendments, and a paragraph certifying its enactment by the constitutional convention.

Preamble: Statement of purpose

    We the People of the United States, in Order to form a more perfect Union, establish Justice, insure domestic Tranquility, provide for the common defense, promote the general Welfare, and secure the Blessings of Liberty to ourselves and our Posterity, do ordain and establish this Constitution for the United States of America.

The US government is consists of three branches:

1)      - Executive branch

2)      - Legislative branch

3)      - Judiciary branch

 

    Now I want you guys divided into three teams. I give you some information about each branch of the US constitution and you should present it to the whole class in cluster. Use the information from the book on page 91-92.

Then I want to ask you some questions to understand how you understand the information about the constitution.

Questions:
1.    What is the American Constitution based on?
2.    What powers were the Presidency, Congress, and the Courts given?
3.    How was Government power further limited?
4.    Which article allowed for amendments to be made to the Constitution?
5.    When was the Constitution finally ratified?
6.    How many amendments have been made to the Constitution so far? 

 

5. Conclusion: Give the homework.

Fill in blanks with the necessary verbs.

·         The Supreme Court _______ (BE) the highest court in the United States. Its main duty is to interpret Constitution in order to uphold the law.

·          The Supreme Court ____ (MAKE) up of eight Associate  Justices and one Chief Justice.

·         The Supreme Court is located in Washington, D.C. near the U.S. Capitol. This Building ______ (HOUSE) the  Supreme Court since 1935.

·          Before 1935, the Supreme Court ____ (LOCATE) in New York City, New York and then Philadelphia, Pennsylvania.

·          Sixteen marble columns frame the main entrance of the Court. Engraved above the entrance to the Supreme Court building appears the motto “Equal Justice Under Law”. Above this motto is a group of three figures that ______ (REPRESENT)  Liberty  Enthroned guarded by Orderand Authority.

·          On either side of this group are three figures depicting Council and Research which _____ (MODEL)  after  several prominent individuals concerned with the law or the creation of the supreme Court Building.

·          There are two marble figures ____ (SEAT) on either side of the Supreme Court Building’s steps. On the left is a female figure, the Contemplation of Justice. On the right is a male figure, the Guardian or Authority of Law.

Goal: Совершенствование навыков употребления видовременных форм глагола и ознакомление с основными главами конституции РК.

Objectives:

- ознакомить учащихся с новыми лексическими единицами по теме и обеспечить их отработку в устной речи;

-  развитие навыков чтения, письма, говорения и слушания;

- воспитывать культуру общения на английском языке, патриотизм и уважительное отношение к законам РК, расширять общий кругозор учащихся.

Lesson procedure

1. Greeting.

Good morning, dear friends! I am glad to see you, sit down, please! Today is the …th of January, ………. I think we can start. So let’s get down to work. Let me tell you a few words about the aims of our lesson. Today we are going to talk about the constitution of the RK. It will be the subject of today’s discussion.

 

2. Warming up

Before we begin our lesson, give me answers on some simple questions:

1)      Give the full name to our country. (The republic of Kazakhstan)

2)      What is the capital of it? (The capital of the republic is Astana)

3)      What is the system of ruling? (Presidential. The president is the head of the country)

4)      What should not every person break down in the country?(the rules)

5)      Where can you find all your rights? (in the constitution)

 

I have recently read one saying and I liked it.

The desire of the President is the happiness of people and prosperous Kazakhstan.

 ( Стремление Президента – счастье народа, процветающий Казахстан.)

How can you comment this saying? Tell your point of view.

Let’s discuss next point you should know. Answer: Can our president make some amendments to the constitution?  - Yes, you are right. So some amendments were made in the constitution and now we should find them and try to remember. You should work in pairs and help each other.

 

Task: Now you must compare two variants of extract from the Constitution. The first variant in English from the Constitution before the changing, the second one is Russian from the current Constitution.

You must find and underline the changes and differentiations. I’ll take you 5 minutes. Then we will check them out.

 

Methodical focus: Every pair of pupils gets the task according to the level of knowledge and work in pairs. The stronger pupil should help those who is weaker.

3. The administrative and territorial division of the Republic of Kazakhstan, location and states of its capital are determined by law.

1. The President of the Republic shall be elected by universal, equal and direct suffrage under a secret ballot for a seven-year term in accordance with the Constitutional Law by the citizens of the Republic who have come of age.

2) appoint regular and extraordinary elections to the Parliament of the Republic; convene the First Session of Parliament and accept the auth of its members to the people of Kazakhstan; call extraordinary joint session of the Chamber of Parliament; sign laws submitted by Senate of Parliament within fifteen working days, promulgate the law or return the law or its separate articles for a second discussions and vote;

3. The Majilis shall consist of seventy-seven deputies. Sixty-seven depu­ties shall be elected in constituencies having one mandate and formed ac­cording to the administrative-territorial division of the Republic with an ap­proximately equal number of constituents. Ten deputies shall be elected on the basis of the Party Lists according to the system of proportional represen­tation and in the territory of a unified national constituency.
